The tool normalizes each keyword, drops stop words, lightly stems the rest so plurals and verb forms match, and then groups keywords that share enough significant words — two shared words, or one when either phrase is very short. Groups merge by single linkage, and each cluster is labeled with its most frequent shared phrase.
That means it is fast, free, private, and completely deterministic — but it groups by wording, not by what actually ranks. It will not connect two phrases that mean the same thing in different words (“cheap flights” and “budget airfare”), and it will happily group two phrases that share vocabulary but have different intent.
When SERP-based clustering is better: if you are making expensive decisions — consolidating existing pages, planning a large content investment, or deciding whether two keywords truly deserve separate pages — use SERP overlap instead. That approach compares the actual top-ranking URLs for each keyword and groups keywords whose results overlap, which reflects how search engines themselves judge intent. It requires ranking data, so it costs money and time. Use lexical clustering to organize a list quickly; use SERP-based clustering to confirm the calls that matter.
